U.S. May Speed Up Aid To Iraq Despite Billions Already Spent

WASHINGTON, Aug 15 (Reuters) - The United States may accelerate U.S. economic and military aid to Iraq with the end of Nuri al-Maliki's eight-year reign but will first want proof that the country's new leaders have abandoned his sectarian ways.

Maliki's surprise announcement that he would give way to Haider Abadi as Iraq's prime minister removes the man blamed by Washington for the revival of vicious sectarianism in Iraq and the advance of the Islamic State deep into Iraqi territory.

U.S. officials said his departure, which may not occur until September, could open the door to greater military and economic assistance to a new Iraqi government if it adopts an inclusive agenda.

Despite saying the United States had no intention of "being the Iraqi air force," President Barack Obama has also suggested U.S. air strikes could go on for months to help Iraqis fend off Islamic State fighters seeking to establish a hub of jihadism in the heart of the Arab world.

Obama, however, faces two important questions: can Abadi's new government unite Iraqis after his predecessor helped drive the Sunni minority into the jihadist camp? And is the U.S. public willing to pour more taxpayer money into a country that cost it billions of dollars and thousands of American lives since the 2003 U.S.-led invasion that toppled Saddam Hussein?

"Whatever future military assistance we continue to provide to Iraq won't be tied specifically or solely to the new prime minister," said a U.S. defense official who spoke on condition of anonymity to discuss sensitive military planning. "To say that now that there's a new guy it will open the floodgates would be way overstating this."

A second U.S. defense official said the United States would be looking for the next government to integrate the fragmented Iraqi security forces and to provide assistance to the Kurdish minority. But putting a new government program in place will take time, suggesting the measured pace of the administration's response to the Islamic State advance will continue.

"If all those conditions start getting set, then I think you will see the possibility of us accepting an invitation to do more substantive train, advise and assist," the official said. But if this happens, the official added, it would be slow and may take a year.

In the meantime, targeted air strikes and the provision of U.S. military equipment such as Apache helicopters is expected to continue.

Obama, who campaigned on promises to end the U.S. wars in Iraq and Afghanistan, has not yet decided how much more U.S. military action or weaponry he might support in Iraq, said a third U.S. official.

"We've seen the first press allegations of a slippery slope," said this official, who also spoke on condition of anonymity. "So you can be sure that people are concerned about what these next steps mean."


MASSIVE U.S. OUTLAY

The human and financial toll from the 2003 invasion ordered by former President George W. Bush looms heavily over policymakers contemplating what to do next in Iraq.

The United States set aside $56.3 billion in aid for Iraq in the decade from fiscal year 2003 to 2012, according to a Congressional Research Service report published last month.

Of that total, the Pentagon spent $20.1 billion to support Iraqi security forces, many of whom quickly melted away in the north when faced with Islamic State fighters last month.

Overall aid to Iraq, one of the world's most oil-rich nations, dropped dramatically in recent years to about $590 million each in fiscal years 2013 and 2014, and $308.7 million was requested in the fiscal year to Sept. 30, 2015.

A fourth U.S. official said the administration was already discussing the kinds of weapons systems Iraqis may need to fight the Islamic State and what more Washington can do to increase Iraqi oil production.

U.S. and European Union officials, however, declined to provide details on what they might provide, saying it was too early and suggesting all sides wanted to see how the Abadi government governs.

A senior European Union official said on Friday after a meeting in Brussels of EU foreign ministers that there had not yet been any discussion within the bloc of economic support for Abadi's government.

"Not yet. It may be a bit too early. It will come later on," said the EU official, who spoke on condition of anonymity.

Jon Alterman of the Center for Strategic and International Studies think tank said there could be a modest rise in U.S. aid but cited skepticism about the utility of such assistance and about the centrality of Iraq to U.S. national security as a result of the long American involvement in the country.

"There can be extensive security assistance, which could be a combination of weapons and training. There can be increased intelligence cooperation. There can be encouragement for U.S. companies to invest in Iraq," Alterman said.

"But, in very broad terms, the U.S. government has spent most of what it will ever spend on Iraq," he added. "While you may be able to have a tick upward from the current level, it's very hard for me to imagine the kind of close partnership that people had been hoping for five or six years ago." Police Still Won't Name Officers In Ezell Ford Shooting. Now Their Union Points To A Rap Video.

LOS ANGELES -- It has been nearly two weeks since police in a South Los Angeles neighborhood fatally shot Ezell Ford, a black man who was unarmed and mentally ill. Despite pressure from the community, the Los Angeles Police Department still refuses to name the officers involved.

Earlier this week, during a meeting with the Florence community, LAPD Chief Charlie Beck had suggested that the department might identify the officers "soon."

Paul George Undergoes Surgery, Remains In Hospital After Open Tibia-Fibula Fracture

LAS VEGAS (AP) ? Indiana Pacers All-Star Paul George has undergone successful surgery on his broken right leg and is expected to remain in the hospital for about three days.



The 6-foot-9 George had an operation at Sunrise Hospital to repair the open tibia-fibula fracture, USA Basketball said in a statement early Saturday morning. Dr. David Silverberg, Dr. Joseph Yu and USA Basketball team physician Riley Williams, were present for the surgery, the release said.

Brian Schatz Wins Hawaii Democratic Primary For U.S. Senate

PAHOA, Hawaii (AP) - Sen. Brian Schatz beat U.S. Rep. Colleen Hanabusa in the Democratic primary for U.S. Senate in Hawaii, closing out a tight, emotional race that went into overtime after a tropical storm kept some voters from the polls.

Schatz extended his slim vote lead late Friday during a makeup election for thousands of voters in two remote precincts who couldn't cast ballots during the state's regular primary last Saturday because of blocked roads and power outages caused by Tropical Storm Iselle.

Nazma Akter, a 41-year-old union organizer from the Bangladesh capital of Dhaka, came to New York City to speak at Ralph Lauren's annual shareholder meeting on Thursday. EPA Expanding Crime Division As North Dakota's Oil Sector Booms

WILLISTON, N.D. (AP) ? The Environmental Protection Agency's law enforcement arm has opened an office in Bismarck so that it will have a bigger presence in the North Dakota's booming oil patch.



Jeffry Martinez, the special agent in charge of the EPA's Denver-based Criminal Investigation Division, said the new office opened at the end of July but isn't permanently staffed yet.

Ohio Measles Outbreak Appears To Be Ending

CLEVELAND, Aug 15 (Reuters) - A massive measles outbreak in Ohio that was behind the largest outbreak of the disease in the United States in two decades appears to be coming to an end, with no new confirmed cases in the state in nearly a month, state officials said on Friday.

"I am cautiously optimistic that the outbreak is nearing the end," said Dr. Mary DiOrio, an epidemiologist at the Ohio Department of Health.

The outbreak that started earlier this year infected 377 Ohioans, ranging in age from six months to 53 years old, DiOrio said. Since the outbreak, more than 8,000 doses of the measles, mumps and rubella vaccine have been administered in the affected areas.

The Centers for Disease Control said there have been nearly 600 cases of measles this year in the United States, with the majority of those infected being unvaccinated.

The Ohio outbreak began in March when unvaccinated travelers returning from the Philippines brought the disease to the largely unvaccinated Amish community in Holmes County, state health officials said. (Reporting by Kim Palmer; Writing by Jon Herskovitz; editing by Andrew Hay)

EPA Expanding Crime Division As North Dakota's Oil Sector Booms

WILLISTON, N.D. (AP) ? The Environmental Protection Agency's law enforcement arm has opened an office in Bismarck so that it will have a bigger presence in the North Dakota's booming oil patch.



Jeffry Martinez, the special agent in charge of the EPA's Denver-based Criminal Investigation Division, said the new office opened at the end of July but isn't permanently staffed yet.

James Brady Death Ruled A Homicide

The death of James Brady, who survived a gunshot to the head during an assassination attempt on President Ronald Reagan 33 years ago, has been ruled a homicide by a Northern Virginia medical examiner, a spokeswoman told The Associated Press.

Because the examiner ruled the death the result of Brady's 1981 injuries, prosecutors could bring charges against the man who shot him, John Hinckley Jr., NBC Washington reported Friday.

Ohio Measles Outbreak Appears To Be Ending

CLEVELAND, Aug 15 (Reuters) - A massive measles outbreak in Ohio that was behind the largest outbreak of the disease in the United States in two decades appears to be coming to an end, with no new confirmed cases in the state in nearly a month, state officials said on Friday.

"I am cautiously optimistic that the outbreak is nearing the end," said Dr. Mary DiOrio, an epidemiologist at the Ohio Department of Health.

The outbreak that started earlier this year infected 377 Ohioans, ranging in age from six months to 53 years old, DiOrio said. Since the outbreak, more than 8,000 doses of the measles, mumps and rubella vaccine have been administered in the affected areas.

The Centers for Disease Control said there have been nearly 600 cases of measles this year in the United States, with the majority of those infected being unvaccinated.

The Ohio outbreak began in March when unvaccinated travelers returning from the Philippines brought the disease to the largely unvaccinated Amish community in Holmes County, state health officials said. (Reporting by Kim Palmer; Writing by Jon Herskovitz; editing by Andrew Hay)

Israel: Soldier Feared Abducted By Hamas Is Dead

JERUSALEM/GAZA, Aug 3 (Reuters) - Israel on Sunday declared dead a soldier feared abducted by Hamas Islamist militants in the Gaza Strip and said it would continue to fight even after the army completes destroying cross-border tunnels used by Palestinian fighters to attack its territory.

As Israeli television showed live footage of some tanks withdrawing from Gaza in an apparent winding down of the 26-day campaign, Prime Minister Benjamin Netanyahu said Hamas would pay an "intolerable price" if it continued to attack Israel.

It was determined that Hadar Goldin, 23, the soldier Israel had feared Hamas militants abducted on Friday, was killed in action during an operation in the southern Gaza Strip, an army statement said.

"A special committee led by the Israel Defense Forces Chief Rabbi, announced the death of the IDF infantry officer of the Givati Brigade, Lieutenant Hadar Goldin, who was killed in battle in the Gaza Strip on Friday, August 1, 2014," part of the army statement said.

Hamas' armed wing said on Saturday it had no clear indication on Goldin's whereabouts and that he may have been killed during an ambush in the southern Gaza Strip in which two other Israeli soldiers were killed.



Israel began its air and naval offensive against Gaza on July 8 following a surge of cross-border rocket salvoes by Hamas and other guerrillas, later escalating into ground incursions.

Shelling exchanges continued on Saturday, pushing the Gaza death toll given by Palestinian officials to 1,675, most of them civilians. Israel has confirmed that 64 soldiers have died in combat, while Palestinian shelling has also killed three civilians in Israel.

More than 30 tunnels and dozens of access shafts have been unearthed and were being blown up, the military said.

"Our understanding is that our objectives, most importantly the destruction of the tunnels, are close to completion," a military spokesman, Lieutenant-Colonel Peter Lerner, said.

Netanyahu said in a televised speech on Saturday evening that military action would continue even after that goal was achieved.

"After completing the anti-tunnel operation, the IDF will act and continue to act, in accordance with our security needs and only according to our defense needs, until we achieve our objective of restoring security to you, Israel's citizens," he said.


'PAY FOR EVERY MINUTE'

A Hamas spokesman said: "Netanyahu will pay for every minute he spends carrying out more aggression against our people."

Several ceasefires between Israel and Hamas, the Islamist movement that dominates the Gaza Strip, have failed to take hold or quickly collapsed, most recently on Friday after the ambush in which Goldin and the two other soldiers were killed.

In Cairo, a Palestinian delegation arrived for new truce talks, which would include Hamas' demand that Egypt ease movement across its border with blockaded Gaza. Turning its back on those negotiations, Israel said it would not send envoys as scheduled.

"They (Hamas) cannot be trusted to keep their word. They cannot stop (firing) because, for them, a ceasefire at this stage, whether by arrangement or not by arrangement, would mean acknowledging the worst possible defeat," Deputy Foreign Minister Tzachi Hanegbi told Israel's Channel Two TV.

Hamas, its guerrillas massively outgunned by a Jewish state it considers an eternal enemy, said it would prevail.

Any unilateral pullout by Israel would mean "it has failed to achieve any of its goals and would be a clear defeat for the occupation army and for its leaders," Hamas' bloc in the Palestinian parliament said in a statement. "Gaza resisted, endured and will achieve victory."


'EXPLOSIONS EVERYWHERE'

Israel said Palestinians on Saturday launched 86 rockets across the border, most of which missed their intended targets and fell harmlessly wide, while seven were shot down by its Iron Dome interceptor, including over Tel Aviv.

Crowded Gazan towns close to the Israeli border have seen devastating clashes and the flight of tens of thousands of Palestinians as tanks and troops swept in to confront dug-in guerrillas.

The Palestinian Center for Human Rights said 520,000 people had been displaced by the fighting - more than a quarter of Gaza's population.

Israel on Saturday told evacuees from Beit Lahiya, a northern town of 70,000 residents, they could return, but fear still gripped the townspeople.

"No one has told us to go back," said Talab Manna, a 30-year-old father of seven camped out at a U.N.-run school serving as a refugee haven. "We can't risk going back and being bombed by the Israeli forces."

Hamas had long threatened to capture Israelis for a prisoner swap. In 2011, Israel released more than 1,000 Palestinian prisoners in exchange for Gilad Shalit, a soldier snatched by Hamas five years earlier. Israel has twice freed prisoners for the bodies of soldiers held by Lebanon's Hezbollah militia.

The Rafah clash in which Goldin was initially reported to have been captured, triggered Israeli shelling from the middle of Friday morning that killed 150 Palestinians. By afternoon, Israel declared an end to the truce - which was meant to have lasted 72 hours.

Rafah residents said they had received recorded telephone warnings from Israel to stay indoors during a barrage that wreaked widespread ruin.

"It was like an action movie - explosions everywhere, cars flying up in flames, people crushed under houses that were bombed," local resident Bassim Abed told Reuters. New York Couple Arrested In Kidnapping Of 2 Amish Sisters

As word spread among NBA players that Indiana Pacers All-Star Paul George suffered a gruesome leg injury, many of them took to social media to offer their support and prayers. George, 24, suffered an open tibia-fibula fracture in his right leg during a USA Basketball intrasquad scrimmage on Friday night in Las Vegas.

"There's a brotherhood in the NBA and to me at moments like this family or brotherhood shows its heart, it shows its depth, and that's what I thought our players showed during that time," USA Basketball coach Mike Krzyzewski said after George's injury, via The Associated Press.

Jay Adams Dead: 'Dogtown' Skateboarding Legend Dies At 53

LOS ANGELES (AP) ? Jay Adams, who helped transform skateboarding from a simple street pastime into one of the world's most spectacular sports, has died at age 53.



Adams' manager, Susan Ferris, says the Skateboarding Hall of Famer died of a heart attack Thursday on a surf vacation in Mexico.

The Simple Life

When I was in the last lurch of finishing up my bachelor's degree and trying to answer the immense, looming question of what do you want to do when you grow up, I had a fantasy. I'd buy a small cabin near water that either rushed or swirled calmly. The cabin's walls and floors would be made of unfinished wood. There would be a small, cozy loft for sleeping, and each night I'd fall asleep there, awash in the peaceful glee of simplicity, a modern day, grown, Heidi.

I would hang lanterns everywhere, the soft flames casting warm glowing orbs on the wood. Wildflowers would grow outside; there would be no lawn to upkeep.

Hawaiian Monk Seal Dies After Apparent Dog Attack

Authorities have launched an investigation after a Hawaiian monk seal pup was found dead and four others injured, including the deceased pup's mother, from an apparent dog attack on the Hawaiian island of Kauai.

The group of injured seals were found early Tuesday morning on a fenced portion of a remote beach on the island's north shore, Rachel Sprague, the Hawaiian monk seal recovery coordinator for the National Oceanic and Atmospheric Administration (NOAA), told The Huffington Post. The smallest of the group, a 50-pound pup known as "PK5" which was the fifth monk seal born this year, was found dead.

Olympian Dremiel Byers Caught Hunting Deer With Bow And Arrow At Lexus Dealership: Police

An Olympic wrestler was cited Thursday after allegedly stalking a deer through a Lexus dealership in Colorado Springs, Colorado, and then shooting the animal with a bow and arrow.

A police report identified 39 year-old Dremiel Byers, a competitor in both the 2008 and 2012 Olympic games, as the prime suspect, after concerned bystanders observed him hunting the deer and called authorities.

Google And Facebook Will Now Pay At Least $3.55 Each Time They Use A SF Bus Stop

SAN FRANCISCO, Aug 1 (Reuters) - Commuter shuttles run by Google Inc, Facebook Inc and other Silicon Valley companies began paying on Friday to make stops at San Francisco bus stations after protests blamed them for gentrification.

The private buses, which for years have taken tech workers from San Francisco to their offices in Silicon Valley, have in recent months drawn criticism from groups who say that by catering to well-paid professionals, the buses lead to higher rents in diverse, low-income neighborhoods.

Protesters also have said the vehicles get in the way of municipal buses.

Under an 18-month pilot program that launched on Friday, the shuttle services will be allowed to use bus stops at over 100 locations throughout the city and in exchange they will pay at least $3.55 each time they pick up or drop off passengers, officials said.

The program has not completely quieted protests. A group of about two dozen demonstrators gathered in the Mission District on Friday to express continuing anger at the buses, which glided by them with their new, bright green permit placards.

The San Francisco Municipal Transportation Agency (SFMTA) estimates there are 35,000 daily trips made on the shuttles, and that through this program it will raise $3.7 million to cover costs for making sure they run smoothly.

"We're grateful to the SFMTA for taking the lead on the pilot and look forward to working with the city and participating shuttle operators to refine the program," a Google spokesman said in a statement.

Richard Drury, lead attorney in a lawsuit filed in May against the city and a number of companies involved in the shuttle bus program, said exhaust fumes from the buses are a concern in neighborhoods where they operate.

"The Mission District, a historically Latino area, is ground zero for this program," Drury said. "One of the main impacts of the program is that it allows high-income people to displace low-income residents in the Mission."

His group is calling for the city to put more effort into studying effects of the shuttle buses.

SFMTA declined to comment on the lawsuit.

"For many years now we've had commuter shuttles operating within the city," said SFMTA spokeswoman Kristen Holland. "They are large charter buses that are regulated as vehicles themselves, outside of our purview. We're just regulating where they stop." (Editing by Alex Dobuzinskis, Bernard Orr)

MMA Fighter Jonathan 'War Machine' Koppenhaver Arrested At LA-area Motel

Fugitive and mixed martial arts fighter Jonathan Koppenhaver, aka "War Machine," was arrested in Southern California for the beating of his adult film star ex-girlfriend, Christy Mack.

Koppenhaver, 32, was taken into custody about 1:45 p.m. after Simi Valley Police Department officers discovered he was staying in a local motel after a week on the lam. They notified the U.S. Marshals Department, which issued an arrest warrant.

Department Of Education Says Virginia Schools Restrained, Isolated Students


Aug 8 (Reuters) - The U.S. Department of Education has concluded that two Virginia public schools denied the right of education to emotionally disabled students after discovering teachers had frequently secluded and restrained them.

The department wrote in a July 29 letter of findings that it had entered an accord with the two public schools in Prince William County, PACE East and PACE West, to correct the problems.

The schools are for students with serious emotional and behavioral problems. The department's investigation followed a complaint filed in 2012.

According to the letter from the department's Office for Civil Rights, school employees in some cases physically forced students to lie face down on the floor or put them into solitary padded areas.

Investigators found that both schools denied students appropriate public education by failing to reevaluate them to determine if they needed more or different aids and service.

The investigators blamed the failure to reevaluate on the frequent use of restraint, seclusion and the removal of students from classrooms to an isolated area.

The frequent use of the practices, described in the letter as a "one-size fits all behavior management approach," caused students to miss classes and school work.

During the 2012-2013 school year at PACE West, 29 students were restrained or secluded a total of 59 times. That same year at PACE East, 31 students were restrained or secluded a total of 154 times.

School policy allows staff to physically restrain disruptive, aggressive or violent students in emergency situations.

The department said the schools broke policy by failing to notify parents when students were restrained or secluded.

In a statement of resolution, the Prince William County Public Schools said it would review records of students who were restrained or secluded more than once to find an alternative.

Teachers and counselors will also be trained to identify students that require reevaluation.

The Washington Post newspaper first reported the letter and resolution on Wednesday.
